The aim of this study is to examine United Nations (UN) policies and procedures to address sexual violence perpetrated by UN military troops in order to demonstrate UN s reaction to this problem in different ways, at different moments. Thus, this dissertation shows that UN s reaction can be examined in three stages: (i) silence; (ii) limited response and (iii) proactive role. Additionally, this study demonstrates that, despite the progress, UN policies and procedures are insufficient to address acts of sexual violence committed by blue helmets because in UN peacekeeping operations, Status-of-Forces Agreements (SOFAs) are concluded between the UN and the host state, and Memorandum of Understanding (MoU) are concluded between the UN and the troop-contributing states which give exclusive jurisdiction over the military to the troop-contributing states, restricting UN role.
