The present study is divided in two parts. In the first part, the objective of the study is to evaluate the current location of service stations or facilities, such as maternity, schools and ranks of health. The evaluation is made in the aspect of the space distribution with use of Arcview-GIS software (Geographic Information System) and in the aspect of the offered capacity, identifying regions where it has excess or shortage of school places. In the second part, a resultant practical experience of the use of the techniques of Operational Research is presented. It considers two new locations: the first one through the Algorithm of Pizzolato and second obtained by the Lagrangeana/Surrogate Relaxation proposal for Lorena and Senne(2001). The study it was applied in the location of elementary public schools in the city of Vitoria, a state capital with about 300,000 inhabitants located in the southeast part of Brazil.The following hypotheses are adopted: all population in the 7 through 14 years bracket has the right to study in a public school; that the schools must have capacity to absorb them; that does not have differences between the schools, possessing all quality standard and, therefore, the criterion of option of the student is for the school closest to his residence. Data required includes: maps, census blocks, and school locations, all in digital form; census population data and school description, specially its capacity.
