Este é o primeiro número do Teses e Dissertações Eletrônicas / Tesis y Disertaciones Electrónicas. Esta é uma newslleter que tem por objetivo divulgar os projetos de ETDs, principalmente na América Latina. Ela servirá, também, para apresentar tópicos importantes do cenário internacional que influenciam as atividades de ETDs nas instituições. A newsletter é um serviço da Equipe do Maxwell (http://www.maxwell.vrac.puc-rio.br/), do Departamento de Engenharia Elétrica da Pontifícia Universidade Católica do Rio de Janeiro. A proposta da equipe é que a newsletter seja trimestral com o objetivo de poder manter um razoável nível de atualização sobre os assuntos e notícias da área. Como a newsletter divulgará informações técnicas, novidades e eventos sobre ETDs, convidamos a enviar-nos o que achem que possa ser interessante difundir. NDLTD Latin America Committee Chairman's Column

I would like to extend my sincere greetings to all of our friends in Latin America. As you may know, the electronic theses and dissertations (ETDs) movement began as a dream to create a revolution among graduate research, and in turn change the face and nature of academia to a more open system of sharing information and knowledge. A group of scholars and librarians in the Southeastern United States began this mission in 1998, and now in 2008, we are celebrating a decade of growth - the seed we planted has now successfully blossomed into a global trend. Part of our mission is to provide outreach to assist institutions in different regions of the world with the implementation of ETD programs. This low cost / high impact method of knowledge management discovery and dissemination truly transforms lives. When I tell others about my inspiration to be a leader in this area, I often explain that I am "preaching the ETD gospel". In many respects, I do feel like an evangelist for the cause. There have been so many real life examples of how the quality of life has improved for everyone because of the simple notion that "information wants to be free". One example is the visiting engineering professor from Kosovo who accessed one of our master's theses on "power grid development" in order to help restore his native land from a war-torn environment. Another example is the husband and wife dentist team from Goa, India, who came to visit to learn about ETD program implementation so they could enhance the health sciences research distribution, improve the quality of academic publications, and ultimately bring improved health care to an already over-populated and impoverished region of the world. Yet another example is the librarian from Pakistan who visited to learn about ETD implementation - his belief is that increased access leads to advances in research and greater recognition for original researchers. For these and many other reasons I am a true believer in the "open access" movement, which in large part has stemmed from the development of the NDLTD organization and our philosophy to share the wealth of information with everyone. I would like to share a beautiful quote on open access by Chief Jake Swamp of the Mohawk Nation, a Native American Indian tribe from the region in which I live.

"And by the year 2000, I predict that it's going to arrive. People suddenly are going to understand the meaning of what they need to do. This means they are going to share information freely with one another. People who are now holding information to themselves [-] they’re going to give it all because other people are looking for that information so that something can be developed to heal our world." *

ETDs na América Latina

Durante os meses de janeiro e fevereiro, a Equipe do Maxwell trabalhou em um levantamento sobre os projetos de ETDs na América Latina. Nesta notícia, são apresentados os resultados de uma maneira geral. Nos próximos números da newsletter, cada um dos países será focado. Por esta razão, é uma muito importante a colaboração de todos os envolvidos com ETDs, para que possamos identificar e divulagar informações completas e corretas. Os dados gerais da América Latina, identificados em janeiro e fevereiro de 2008, são:

* Países com projetos de ETDs - Argentina (7 projetos), Brasil (76 projetos), Chile (9 projetos), Colômbia (1 projeto), México (7 projetos), Peru (9 projetos) e Venezuela (16 projetos)
* Níveis de atividades nos projetos - instituições com interesse em ETDs, instituições em processo de implantação de projetos e instituições com projetos em operação plena
* Países com consórcios nacionais consolidados - Brasil (73 instituições) e Chile (8 instituições)
* Países organizando consórcios - Peru e Venezuela

ETD 2008 - International Conference on Electronic Theses and Dissertations

A NDLTD - Networked Digital Library of Theses and Dissertations, em conjunto com instituições locais nos países, organiza uma conferência anual dedicada às ETDs. A conferência tem por objetivo apresentar resultados, discutir problemas e suas soluções, e estimular a implantação de bibliotecas digitais de teses & dissertações em todos os países. A próxima conferência - ETD 2008: Spreading the Light (http://www.rgu.ac.uk/etd/home/), será na cidade de Aberdeen, na Escócia, de 4 a 7 de junho. Ela será realizada na Robert Gordon University (http://www.rgu.ac.uk/), organizada por esta universidade e pela University of Nottingham (http://www.nottingham.ac.uk/).
